How to Contract with the Pentagon the Wrong Way

According to DefenseTech.org, there is still too much fat built into the defense procurement system. It appears that the pentagon is still paying more for products than they should.
The Washington Post also put a spotlight on the GAO report that stated that DoD spent more than $295 million on cost overruns on more than 95 major systems. "Auditors said the Defense Department showed few signs of improvement since the GAO began issuing its annual assessments of selected weapons systems six years ago. "It's not getting any better by any means," said Michael Sullivan, director of the GAO's acquisition and sourcing team. "It's taking longer and costing more."
So how does one contract with the DoD without becoming part of the problem? Firstly, if you are small company visit TSWG's website to stay up to date on what DoD is looking for. Their process is effective and streamlined and they use what they call a Quad-Chart to assess your technologies. Not unlike our simple 3x2 matrix for entering the Global Security Challenge 2008 competition.
Another option for technology startups in Europe is to engage with the newly formed Centre for Defence Enterprise in the UK. As we blogged before they are charged with increasing the MOD's supplier base.
