$10,000 Dollar for Best Security Idea: Submission Deadline Extended to July 31st

The Global Security Challenge announces today that the deadline for submission to our "Best Security Idea" competition has been extended to July 31st 2008, due to popular demand by researchers and innovators worldwide. We also announce today that the winning innovator in this category will receive a $10,000 cash-award and present their concept at our Grand Final conference in London on November 13th, hosted by London Business School. The winner will also receive an exclusive mentorship programme by Siemens Venture Capital for taking their idea forward.

My ideas for improving security in the United States and the world are as follows:

1. Legalize all narcotics, in particular heroin, cocaine and marijuana. This will instantly cause a significant drop in the price, as well as a significant drop in turf battles. It is also critical to simultaneously set up free drug rehabilitation programs;

2. Build wind and solar power generation farms, and dig water wells in all economically depressed countries, so that they may cheaply jump-start their economies;

3. Encourage the building solar farms in the middle east, so that don't get left out of the new green economy;

4. Build wind and solar farms all over the United States, so that we are no longer dependent on Saudi Arabia (or, ahem, Iraq) for petroleum to power our economy. This will give us the ability, from an economic standpoint, to withdraw from Iraq, in which our presence is a rallying cry for Al Qaeda.

The bottom line, people who have a decent lifestyle are not motivated to commit acts of terrorism. Making the world a better place for everyone also makes it a safer place for everyone.

My ideas for improving security in the world are as follows:

1. Power

1.1. Development of nuclear and alternative power.

The world energy needs are doubled every 14 years. The basic fuel of reactors on the slow neutrons U235, making in ore only 0.71 % will be soon exhausted. The use of reactors - breeding reactor on fast neutrons (reactors on fast neutrons - making of U238 synthetic nuclear fuel) allows to transform into fuel for atomic engineering all uranium and the thorium which is available in the nature and will remove a problem of deficiency of nuclear fuel in the future where new kinds of power, including, thermonuclear are expected to be realized.
The common power of a stream of sunlight at a surface of the Earth is 1.2×1017 W. Without damage to ecology it is possible to use 1.5 % of the Earth falling on a surface of a solar energy that is 1.6×1016 kW-h a year. This is most real value of that energy with which the alternative power in the foreseeable future can provide.
The alternative power in the near future will play an important role, however, in the long term, already by the end of century use of nuclear power inevitably.
Only transition on energy-efficient technologies is capable to provide existence of our technogenic civilization.
For manufacture 1 MW-year of energy in traditional power on organic fuel should be spent 200-500 person-hours, and on solar power stations of 10-40 thousand person-hours. However, in developing regions with a low standard of living and employment, use of alternative power can create many new workplaces.

1.2. Difficulties of reception of new energy sources.

For overcoming the difficulty in the decision of problems of operated thermonuclear reaction (the project tokomak), cold synthesis, use of energy of plutonium it was required many financial assets and time. While essential promotions in these directions it have not been recorded. Financing of scientific researches and development in the field of cold synthesis, use of energy of plutonium will remove a problem of nuclear fuel in the future.

2. Ecology and global warming.

• The transition on energy-efficient technologies and without waste production cycles will lower pressure upon ecology.
• All kinds of traditional power, except for hydroelectric power station, lead to environmental contamination thermal and ecologically dangerous waste. Traditional greater hydroelectric power stations are also ecologically dangerous.
• The alternative energy sources do not give emissions of the polluting substances peculiar to traditional power. But ecological consequences of generation of an infrasound and change of wind streams in wind-power engineering are not clear; changes thermal and convective balance of deserted territories of solar power and it is clear, that uncontrolled use of geothermal energy will lead to pressure in an earth's crust and man-made earthquake.
• The development of basic new kinds of the filters based on biotechnologies, will allow solving problems of chemical industry and clearing the seas of mineral oil.


3. Prohibition of distribution of technologies and the weapon of mass defeat.

• To forbid all kinds of tests of the weapon of mass defeat, it is essential to reduce stocks of the weapon of mass defeat.
• Some kinds of the usual weapon on force of destruction and defeat are comparable with the weapon of mass defeat. Extend the action of contracts about Prohibition of distribution of technologies and the weapon of mass defeat on these kinds of the weapon.
• To offer the countries being on a threshold of creation of the weapon of mass defeat alternative system of safety and energy sources for development of economy of the country.
• The nuclear program of Iran threatens all civilization. Turkey does not execute and cannot play a role of the regional guarantor in non-proliferation of the nuclear weapon. Another country may take the role of that regional guarantor.

4. The Problem of potable water

• To prevent the pollution of water sources and territories by means of international contracts and legislations of states.
• Global mapping and the international monitoring of water sources, separate use of drinking and technical water in a life,
• Development of new effective, not expensive technologies for clearing potable water, a construction of new water basins will allow decreasing the problem of potable water.

5. The Global rise in price of the foodstuffs.

• The global stimulation of development of agriculture (in Russia, China, Africa, Central and South America and so on),
• Growing of agricultural production in hothouses in the countries with a cold climate, development hydroponics in land-poor countries will constrain a rise in prices on the foodstuffs.

6. Local conflicts

• To reduce sale of the weapon by international contracts. To reduce and limit stocks of a usual kind of the weapon by regional and international contracts,
• To increase the balanced pressure upon the countries of participants of local conflicts in order to start begun peace talks. To apply the international sanctions on the parties, in case of renewal of the conflict.
• To offer the parties alternative means of safety and new prospects of development.

7. To prevent occurrence of the new military-political unions.

8. To expand the economic unions, to create new economic unions.

9. Struggle against terrorism.

• To reveal the reasons of occurrence of terrorism (weak development of the Islamic countries, a low educational level, an unsatisfactory level of dialogue between different cultures and so on). Eliminate the reasons of occurrence of terrorism.
• To apply the international economic, political sanctions, and if necessary take military force to those countries which promote terrorist bases or groupings in their territories.
10. Illegal circulation by narcotic substances.

• To equate to terrorists and to persons engaged in illegal manufacture, storage, transportation, distribution and sale of narcotic substances.

11. Demographic tendencies.

• The demographic tendency in the world, in Europe, in economically poorly developed countries creates disbalance between the countries, labour forces, manpower resources, sources of economic growth.
• The growth of the population of poorly developed countries will be slowed down by development of economy, increase in educational level and employment, development of culture of these countries. It is necessary to begin with development of alternative power in these countries that will lead to economic growth, professional trainings, employment of the population and development of culture.


The recession of economy, rise in price of the foodstuffs, rise in price of power resources, difficulties of reception of new energy sources, demographic tendencies in the world can lead to local and global conflicts. It is necessary, that the world community united the forces for prevention and oppositions to these conflicts. As a first step it is necessary, that the West and Russia have united all the forces.
